This makes me feel better about owing taxes to California

Yes this has little to do with San Mateo real estate, but apparently those with California income tax refunds may be getting IOUs. This may be problematic for the homeowners who are expecting big tax refunds to pay for their mortgages and property taxes in the coming months. Hopefully they will not issue IOUs.
